Amounts and stages
The CSV stage column distinguishes requested from included_in_house_bill. Do not add the two stages. amount_cents is the exact integer representation; amount_usd is its decimal presentation. A missing amount is blank/null, not zero. Gross totals retain duplicate and overlapping projects. Multi-Member records are single source rows with multiple member_ids.

Source and identity limits
House Member disclosure coverage is incomplete. Reported House state may refer to a recipient address; inspect location_basis. Source-record IDs do not establish durable project or legal entity identity. Senate accounts are unassigned. Funding catalog IDs are POPVOX references, not Treasury Account Symbols or Assistance Listing Numbers. FY2028 guidance is not catalogued; there is no prior-year fallback. Detailed eligibility requirements are incomplete.

CSV fidelity
CSV includes a UTF-8 BOM. Values that could be interpreted as spreadsheet formulas receive a leading apostrophe. Raw JSON preserves original source text, document references, entity tables, coverage and correction history. Sources retain separate publication, retrieval and export dates.
