Get your data in order first

A filing cabinet of PDFs is not structured information.

Legislatures want AI tools, but most do not yet have the searchable, well-managed records those tools require. LegiLink creates that foundational layer.

Once records are digitized, enriched, and organized, an institution can build public search, internal tools, and new applications on top of its own data—on its own terms.

This is the back-end source of truth, not the public website—though it can power one through a full API.

What LegiLink does

From paper archive to institutional intelligence.

Built by former legislative staffers for clerks, Hansard teams, secretaries-general, and the administrative staff who keep legislatures running.

01

Digitize any document

Upload bills, minutes, transcripts, reports, and custom document types. AI-powered OCR makes text searchable while originals remain preserved and downloadable.

02

Enrich automatically

Generate editable summaries, descriptions, classifications, subject areas, keywords, outcomes, and named people and entities—without hand-tagging every record.

03

Keep humans in control

Staff can edit everything the AI produces. Records management logs who changed what and when.

04

Ask with citations

Query one document or the full archive in plain language. Answers use only institutional records and cite directly back to their source.

05

Draft starting points

Generate a first draft of downstream work—a press release or member summary—for staff to review, revise, and make their own.

06

Import the paper past

Purpose-built workflows handle loose-leaf pages and bound volumes, with practical guidance for simple, low-cost scanning setups.

07

Manage the roster

Maintain roles, leadership, committees, districts, service dates, bios, photos, and contact details linked to the records each member touches.

08

Own and use your data

Access records and metadata through the API, export cleanly, and power a public website or tools the institution builds itself.

One platform, every level

Adapted to the institution—not the other way around.

Built with parliaments, not for them

Co-design that moves at the speed of the need.

ParlLink was developed with POPVOX Foundation’s Digital Parliaments Project and the parliamentary staff who use it. More than 4,000 legislative documents have been digitized, with deployments active in the Caribbean and underway in Africa and the Balkans.

When parliamentary staff asked to query their archive conversationally, the capability shipped within a week—not after a multi-year procurement cycle.

Deployment details are stated conservatively pending verification of the current country-by-country list.
